Dr. Rukan Karaca, Doctor of Medicine, is now a Specialist radiologist. She has expertise in assessing and improving health. Her open and contextual evaluation model based on responsive constructivists creates new pathways for improving healthcare. She advocates that the practices in her field are carried out on the basis of evidence-based medicine. She has many years of experience in research, evaluation and teaching in both educational institutions and hospitals. The foundation is based on fourth generation evaluation which is a methodology that utilizes the previous generations of evaluation: measurement, description and judgment. It allows for value-pluralism. This approach is responsive to all stakeholders and has a different way of focusing.
